Doing things together, people are reminded of their common interests and values.19 It is from this practice and the activity that the meaning of community is derived and problems simultaneously solved. Warren says it’s the dynamic “interaction of tasks work and process” that builds community;20 Cottrell says it’s the “inextricable relationships” of all the actions that creates community;21 Friedmann says the “Good Society” is here and it’s what is practiced now that brings it about;22 Greeley says community “emerges slowly and gradually through constant hard work.”23

When planning and development specialists attend to the problems of communities, they “will attend to the problem, not attend to the long run values and welfare of the whole community.”24 There are few more alluring myths in all history that problems can be set right in one mighty effort directed by a great organizing genius at the top. It was neither on the size nor on the complexity of urban problems that the Cities’ Congress most intensely focused, but rather on the public-private partnership of business, industry, and government decision-makers marshalling their clout to overcome barriers and to rebuild inner cities. The essential weakness of the approach is its narrowness. Inner cities need a broader scope of methods to involve and activate many diverse segments of the community.
